April 6.—The annual meeting of the Friends of the American Tract Society, was held in the first Pres-bytenan Church this evening. As-sociate Justice Strong, of the U. S. Supreme Court, President of the So ciety, presided. Secretaries Rand and Shearer read the reports of the Society’s work. J. E- Vassar, Gen Gordon, of Georgia, and Dr. Rankin delivered addresses. Under the call of the States at large, number of bills introduced and referred. Johnson, of Virginia, intro-duced a bill giving jurisdiction to the Court of Claims, to hear the case ol G. W. Custis Lee to the Arlington estate. Referred to the judiciary Committee. The House Committee on Agvicul-ture unanimously instructed their chairman to report the bill passing free, through mails, seeds, cuttings and plants from the Agricultural De-partment. Senator Sprague’s fine house here, has been seized in bankruptcy. The Agricultural Committo hav« agreed to report a bill to the effect that cattle shall not be kept on car* more than twenty-four hours without food and water. Secretary Richardson will slick if he can. The South Carolina delegation had a hearing this morning before the House Sub-Judiciary Committee, Whitmore delegation was also pres-ent, including Congressmen Elliott, Gov. Porter and Col. Leathers. Kershaw addressed the committee on Grievances. Trt main, of the sub-committee, expressed a desire to dis-cover some justification for the inters position by Congress in domestic af-fairs of a soverigu State in the U^nion. Porter pointed out that the present anamalous government is a creature of Congress; that since its estab-lishment Congress has legislated to protect persons when it was alleged the State authorities neglected to do so. Now it is allegad that there is omission of authorities to protec! property, and the same right exists m Congress to Legislate on property in danger of confiscation as formerly, to protect persons from alleged Ku- Klux conspiracies. This is conspiracy against property impressing on the Committee favorably. The following delegation of promis nent citizens ol South Carolina has reached this city to present to the [’resident and Congress a statement in answer to one recently presented by the so-called tax-payers : Lieuten ant Governor Gleaves, Hon. G. L. Carlleso, Hon. D. H. Chamberlain. L. C. Carpenter, A, Swsuls, II. G. Worthington, B. F. Whittemore, .T. S. N eagles, T. J. Powers, and T. B. Johnson. These gentlemen claim to oe able to refute the statements mad» by the memorilists and to show con uiusively that South Carolina has no only a Republican form of govern ment, but that a large majority 01 iier citizens, white and black, neithei seeknoi desire interference from tin United States Government. The daim that the memorialists represeir no considerable body of citizens 01 either party, neither tax-payers 01 politicians, and that it is the sam-struggle that has been going on evei since reconstruction. It is simply a fight between tbe outs aud the ins. An interview with the President will take place on Tuesday, when a for mal presentation ®f the answer tc the memorialists is to be made. Hartford, April 6.—it is impos-sible to give anything definite about the result of the election. The weather is fine and traveling good, but the vote will not be a heavy one in this city. It is probable that the Democratic majority will be from four to five hundred lor Governor, but there is a chance of the election of a Republican Mayoi. The Prohibition vote in the State will be much larger than last year. Advices to-day show that the Pro-hibitionists are working hard in seye* ral localities. V From Nctv York* April 6.—During an alteroation, which took place last mght at their residence, on Thompson street, R. Kicklan, aged 19, was stabbed by his orother and mortally wounded. The wounded man stated to the Coroner, that his brother was blameless, as he himself had been the aggressor. The Pacific Mail Company, yester* day, decided to contract for new iron steamers lor the Pacific trade, one or more of which will be built at Ches-ter, Pennsylvania. The Coroner’s inquest into the cause of the death of Mary Felham resulted in a verdict that the de* ceased came to her death lrom crimii nal malpractice at the hands of Dr. Busellan, and that Wm, H. Painter was an accessory. In consequence of disclosures that Tweed, instead of occupying a con-vict’s cell in Blackwell’s Island Pent-* tentiary, is in possession of a oomfort-able room in the center building of the institution, fitted up for his com-fort, his secretary says he was given a room and a little more liberty than other prisoners from purely hu-manitarian reasons; it became a juestion with the authorities as to whether or not some relaxation of prison discipline in his case was not necessary as an absolute necessity of health. He is already mill health; his sentence had a crushing effect on his nervous system and his conditisn is tru'y pitiable, no prisoner in the penitentiary feeling his punishment so keenly. If it was insisted upon that he should be confined in a cell, one would, have) to be constructed specially for him, as his size would preclude the possibility of his living in ordinary ones ; in fact if strict diss cipline was enforced in his «ase hia sentence to imprisonment in the pens itentiary would be equivalent to sen-tence to death.
