The Question Arises is it for the Purpose of Giving the Germans a Chance for Re-venge While Negotiations are Pending. Baltimore, February 14.—A Wash-ington correspondent of the Baltimore Sun telegraphs his paper as follows re-garding the proposed conference at Ber-lin on Samoa matters: “It looks now very much.as If the Samoa conference at Berlin will not be held by representa-tives of the present administration. Count Arco Valley, the German minister, cabed upon Secretary Bayard yesterday and informed him that the latter’s an-swers to the Bismarck proposal for a conference had been sent to Berlin by mail. It will reach Berlin about the 20th. The German foreign office will probably take several days to consider Mr. Bayard’s suggestion and answer it. If it is again sent by mail it would hard-ly reach this country before the begin-ning of the Harrison regime. There would seem to be no good reason why the correspondence should not have been conducted by telegraph, except an assumption that Bismarck’s resort to mails is simply a trick to gain time in which to punish the Samoans before negotiations at Berlin will begin. In well informed circles here there is a suspicion that Germany has already sent reinforcements to Samoa to revenge the killing of a number of men in the recent fight wrth Mataafa, and it is not at all unlikely that we will ultimately hear of another bloody battle. If, how-ever, Bismarck is playing fair and accepts Mr. Bayard’s proposal of truce in good faith, a commissioner will be sent by Mr. Bayard to represent this country at Berlin, provided of course, Prince Bismarck’s reply is received in time. Minister Pendleton, though much improved in health, is hardly strong enough to conduct negotiations. A hitch in the matter*aside from the delay of the correspondence by mail may arise from Bismarck’s unwillingness to accept Mr. Bayard’s proposal, that instructions to suspend belligerant action in Samoa “be telegraphed at once to German agents and representatives of the other treaty powers.” It is thought to be quite possible that Bismarck will insist upon reprisals by way of asserting German prestige in the Pacific and satisfying na-tiorial pride, which h is been touched in a tender spot by the defeat of the Ger-man landing party by Mataafa. Mr. Bayard, however, has made the most vigorous protest against such cause and has already hinted that it would be scarcely worth while to hold a conference unless Germany gives practical evidence of a sincere desire to promote the restor-ation of peace on the islands or iorego-ing her desire for vengeance. WILL LET MR. HARRISON SETTLE IT. Washington, February 14.-11 is said at the state department that as there is not the slightest desire on the part of the president or Secretary Bayard to em-barrass the incoming administration with respect to its Samoan policy, it is not at all likely that the present administration will arrogate to itself the selection of an American representative at the proposed conference at Berlin, or that it will take any action whatever that might tend to commit the next administration. Galveston, February 14—[Special.] —The depression noticed yesterday morning has formed well and developed an extensive storm area, embracing dis-tricts west of the Mississippi river and central in Colorado. It is moving east-ward attended by cloudy weather, rain and snow; rain on the eastern gradient and snow on the north and west gradient. In districts east of the Mississippi the weather is generally fair. The temper-ature in the northwest and Rocky Moun-tain districts is considerably lower than it was at the corresponding hour Wednes-day morning, while in district east and south it is decidedly higher. The storm will move eastward with cloudy weather, rain or snow, which will be felt in Texas and central valleys to-day and to-morrow, and be followed by colder air, which will probably overspre id Texas Friday and Saturday, especially the northern por-ttons of the state. Boiler >lakers go on a Strike. San Francisco, February 14. -The boiler makers in the employ of the Riordian Iron Works of this city have gone out on a strike on the ground that certain iron plates being used in repair of the boilers of the steamship Australia were made abroad. The strikers cong tend”that they will r.ot work in any shop which procures any portion of its boilers in the east or in foreign coun-tries; that they must be made on the Pa-cific coast. The company was employ-ing 150 men at $3.50 per day. The com-pany has continued work with a short force.
