Putting Two and Two Together

The CIA's assassination capability program
was operational in the early sixties.
This program and its network of agents and
assassins encompass several interesting elements:
Cuba/Organized Crime Figures/Cuban
Exiles/Heroin sumgglers. With our present
knowledge of the clandestine activities of
this period, it is no surprise that we find
the assassination of President John F. Kennedy
drawing upon these same elements. Also appearing
in the events surrounding the president's
death are many of the same names and faces which
are found in the CIA's assassination programs.
With the revelations of the past fifteen years,
we can now shed much more light on the circumstances
and individuals involved in the tragedy
of 22 November 1963. One individual, whose
existence became known to critics in 1976, will
be given close scrutiny in this article. His
name, or alias, is Maurice Bishop. If our
speculations are correct, his identity draws
even closer the elements present in the CIA's
assassination program. It will also focus
greater light on the murderers of John Kennedy,
However, before we address ourselves to
the possible identity of Maurice Bishop, perhaps
a brief look at the central elements Involved
in the CIA's assassination program of the sixties
would be in order.
THE CIA AND CUBA
In 1961, the CIA discussed applying its
ZR/RIFLE* program to Cuba. The new Cuban
regime, with premier Fidel Castro at the helm,
had fallen into disfavor with the "powers that
be" in this country. The elimination of the
charismatic leader of this small nation just
off the coast of Flordia would be necessary
if a counter-revolution were to be successful.
Assassination appeared to be the answer.
In 1975, the Senate Select Committee on
Intelligence,while investigating U.S. involvement
in assassination plots against foreign
leaders, found concrete evidence of at least
eight plots to assassinate Castro involving
the CIA.^ The Premier himself has said that
there were twenty-four. Some attempts, of which
we now have knowledge, came to light with the
1976 statements of Cuban-exile leader Antonio
Veciana, a soft spoken, mild mannered, church-going
family man and former Havana accountant.
He fled Cuba in 1961, and, as an exile, formed
the anti-Castro organization Alpha 66.-' He was
also recruited as an assassin for several attempts
on Castro's life by a man known to him as Maurice
Bishop." Bishop directed all of Veciana's activities,
including the formation of Alpha 66.'
*ZR/RIFLE is the code name given to the
assassination planning operation of the agency.
